**Jeff** is an American man from [[wp>Riverside, Iowa]]. He was employed by [[:organizations#Emtanon]] from circa 2019 until August 2023.

Jeff's first job at Emtanon was placing [[:dead drops]]. While placing drops intended for [[:organizations#WORM]] agents, he also made the [[:dead_drops:Slide Cemetery drop|Skagway]] and [[:dead_drops:Tuktoyaktuk drop|Tuktoyaktuk]] drops for the counter operation.

In May 2023, Jeff was sent to [[:places#Gough Island]] to covertly oversee the recently hired interns. During this time, he developed a close relationship with [[:characters:Felicity Love]]. He warned her about Emtanon's ulterior motives before he disappeared. It was likely Jeff who then arranged Felicity's escape, and sent spooky warnings to the [[:terminals#green terminal]] to leave Felicity alone.

In August 2023, after Jeff was identified as a troublemaker, [[:characters#desiree_martin|Desiree]] tried to kill him by sending him alone on a boat to do a dangerous repair. She made sure his radio's batteries run out shortly after departure, leaving him to die by either starving or falling. Unbeknownst to her, Jeff had a ride arranged to pick him up, which was announced in messages [[:xorfs:18250-18299#18282]] and [[:xorfs:18250-18299#18295]] that were unreadable to Emtanon employees.

In September 2023, Jeff upgraded the previously full [[:Felicity's voicemail]] to unlimited storage, and started using it to send us messages. In October 2023, he made the [[:dead_drops:Riverside drop]] in his hometown. The same month, he also remotely destroyed Goughcom using electronics he had planted during his stay at Gough; however, the disruption caused was very brief.

In January 2024, Jeff tipped off the [[wp>Florida Fish and Wildlife Conservation Commission|FWC]] about [[:organizations#Marine Org]]'s presence in Marathon, Florida, who had been there for a failed operation intended to kidnap Felicity. This led to their vessel //WHISPER// being confiscated by the US Coast Guard. Afterwards, Jeff reportedly withdrew a large amount of Emtanon money, and fled the United States. (//WHISPER// would be recovered in May 2024 in Operation Gold Cay, a mission initiated by [[Maria Peters|Maria]].)
